IOC were in the room at Victoria Station House with operators and TFL to talk London focus on freight. TFL drive of vision is highly focused on Vision Zero safety strategy for the London Mayor. Meal delivery featured, IOC raised the focus that the vast majority of meal is delivered on cycle and electric cycle. Talk on kerbside had cargo bike in the mix, DVS and FORS version seven got strong mentions. Tea and coffee was proper as operators got access to the TFL kitchen to sort old school brew from the electric kettle!

Opening key note, Alena Turk, head of freight at TFL introduced the ethos of the meeting, Transport Strategy and Policy at Transport for London. Safety on the rods, TFL are working hard to achieve the Mayors Vision Zero target by 2041, we are behind target but making progress.

Hanah from TFL Safety team - Meal Delivery Road Safety Charter, Motorcycle safety was headlined as dangerous, but the question raised was who delivers meals, IOC say meals are delivered by bicycle and ev cycles, not motorcycles.

What vehicles deliver meals, IOC conducted a number count at Angel junction Upper street to identify two wheelers making meal delivery at both lunch time and evening time peak. 92% of meal delivery two wheelers were counted as bicycle and electric bicycle. Less than eight per cent were engine based scooter and less than one per cent were motorcycle over 125cc.

TFL Hanah, Motorcycles are dangerous. TFL are working to vision zero for road safety. Vision zero is an international acclaimed approach we are reducing speed limits, looking to make vehicles safer and the streets safer. Motorcycles are the most dangerous vehicles on the road, you are 80 times more likely to have an accident on a motorcycle rather than in a car. Hanah talked about platform companies and employing companies. - Uber are very sensitive about placing control on their delivery teams as control does not fit with their business model. TFL met with individual meal and groceries delivery companies and then drew them together to a group meeting with HSE. There was a discussion on legal impact and then TFL floated the idea of charter for road safety in meal and grocery delivery. The charter is based on ten road safety principals, legal, safety, ppe, dangerous driving and risk schedules. Accommodating into two separate business models for self employed platform separated from PAYE working drivers. A new forum is set for Autumn to encourage other companies to sign up to the charter.

Safe legal loading bays for cargo bikes are in the priority group for TFL Kerbside project.

IOC asked for priority for exchange space roadside to see cross dock opportunities for vans to re-supply bikes and cargo bikes.

Joseph, Working in the freight policy team. ‘The kerbside is a valuable asset and TFL recognise the value of kerb to make deliveries. TFL monitor access and demand at kerbside. TFL have developed a set of high level tools to help manage demands on the TFLRN. We wish to see a kerbside hierarchy based on a set of strategic principals. Priority at kerbside is headed by bus, people and bikes follow, electric and car clubs are in the mix.

Movement, is our view for the efficient movement of people freight and goods, prioritising walking, cycling and public transport. Five priorities at kerbside, cargo loading bays featured in priority five as a safe legal loading bay to exchange goods. Cargo bike parking bays are in priority four for delivery but rider overnight space does not yet feature.

We are in the update period cycle for FORS – Version Seven is around the corner.

Adapting standard to new modes including cargo bikes.

Sam Weller, today FORS is an operator led standard, its no longer a TFL standard. FORS is no longer just London, its an international standard.

FORS is about to become version SEVEN. Adding modes, Cargo Bikes are on the list as a new mode to come under latest revision for FORS. TFL took a headline look back at the standard. FORS is a voluntary standard with three grades of achievement, bronze silver and gold. Every two years the standard is updated and this is the time of the process update. Environment has been the big input in this latest standard update with input from the FORS environment group and a technical environment group. Beyond the term of emission, detailing what type of emissions. There is a lot more than tail pipe in todays emission measurement. We are looking to raise the standard for environment improvement.
