The prestigious fellows' gowning of the Inst of Couriers takes place at the House of Lords, hosted by President, Lord Peter Hendy. For 2024 there is a life service gold hood waiting; the recipient, who was named at last year's National Courier Awards, is former Yodel Chief Operating Officer Carl Moore. Former Heathrow boss, John Holland-Kaye retired and stepped down as an IOC hon fellow; new Hon fellow for 2024 is Heathrow airport chief of staff Nigel Milton. Nigel will deliver the evening's keynote and will be welcomed by most recent IOC honorary, Vice Chancellor of the University of West London, Peter John.

The key business of the evening is gowning twenty ceremonial fellows; it’s a formidable list, spanning the express logistics sector. An extract includes: HR director at Whistl Louise O'Neil who is in the line, Justin Pegg COO DPD is confirmed. Operations Delivery director Smiths News, John Power is attending. Toll Logistics CEO Allison Lindfield is all set. Evri fellows coming up include Rebekah Ahmadi and Laura Newberry.

A breadth of govt is on the VIP list and will be joined regional bodies from TfL to TfWM. The whole IOC board is attending. Those hon fellows confirmed attending include Traffic Commissioner Sarah Bell and City of London Sherrif Alison Gowman. Former Royal Logistics Corps Brigadier Andy Moffat is also on the list.

Fellows gowning is an express logistics transport network and natter high point of the year. More than quarter of a million final mile vans will be represented in the room.

2023 - Two honorands, TfL commissioner Andy Lord and former Aldermanic Sheriff Alison Gowman. A new President, as Viscount Falkland passes on the mantle to Peter, Lord Hendy of Richmond Hill. Two dozen new fellows are received in line.

2022 – Two honorands, TfL commissioner Andy Byford and head of the DVSA Loveday Ryder – Services to Industry for Trevor Hoyle, a thousand years of service in the ceremonial fellows of 2022.

2018 - John Hayes CBE elected new Vice President, Honorary Fellowship awarded to Leon Daniels. Kate Lester takes  Services to Industry hood.

2017 - The honorary gown was awarded to Heathrow boss John Holland-Kaye.

2016 - Fellows hand the gown to their President and recognise eighty years...New TfL boss took honorary fellowship & first-ever honorary associateship for the Army. Viscount, Lord Falkland, celebrating his eighty years...Sixty-four years since Queen Elizabeth II ascended to the throne...TfL boss Mike Brown awarded the hon fellowship, 12 new Fellows were gowned by IOC President Viscount, Lord Falkland.

Qualifications in the Express Logistics sector

IOC Chair, Carl Lomas,

Qualifications are key to our sector, both for compliance and future workforce, from driver front line to management. The IOC have been working closely with FE colleges, Universities, LEPs and DfE/IFA, The IOC have a 4 module workbook pack to accompany the express delivery operative level 2 apprenticeship, candidates are funded by levy. Candidates who complete the workbook on their apprenticeship journey are eligible for associate membership of the IOC.

 

A degree in Express logistics for next generation managers

IOC has two key qualification routes, management & delivery. For management, IOC is working with The University of West London in the Heathrow logistics hot spot and Derby University in the heart of the East Midlands gateway to deliver the first-ever undergraduate degree dedicated to our sector. A level six apprenticeship degree standard passed by the IFA. A level six text book is nearing publication.

An apprenticeship for Express operatives

There is level two apprenticeship for express operatives, it is free to candidates and funded by levy. The ‘Courier Trailblazer’ was a phase three application and evolved into ‘Trailblazer Express Delivery’, the standard submitted to BIS Nov 2015, live apprenticeship qualification in 2019. A full delivery pack for learners, a four workbook reflective journal portfolio to match the standard went live in 2020, rich in employer operator content. Employer support came from APC to Yodel, nationals from Hermes to DPD to SMEs such as Swift in Liverpool and GLH in London.

Justin Moore, chaired the strong employer group meetings talking Express driver operative at Level two.

We have outstanding contributions from so many employers, nationals, networks and local SMEs. The standard that will set the future qualification for the front line of our sector. It’s a big thank-you all round for everyone who has made this possible. This will be a vocational qualification for our front-line teams delivering at the client face.

 

Workbook modules for the apprenticeship level two, ‘Express delivery operative.'

IOC uniquely built a full learning delivery pack for the express delivery operative apprenticeship. Built with rich levels of operator content, ‘What is this thing we call Express?’ ‘Parcels larger than letters, smaller than pallets’ ‘Same day, next day schedules.’ ‘POB to empty.’ ‘Safe-guarding age related goods from knives to fireworks.’ The learning delivery pack is formed of four module workbooks, they can be completed in the job environment, interactive learning booklets with interpretation boxes for on the job notes, top tip lines from industry. Knowledge to do the job, skills blocks that follow experience in delivery, behaviour focused on brand, integrity and security at the door.

 

IOC acting EQA for DFT IFA

Ofqual is the official external quality auditor, IOC acting as the sector review body, IOC have built a one hundred question bank for the apprenticeship knowledge test, extensive simulation exercises and a pointer set for the professional discussion module of express delivery operative.

 

Going beyond the standard for express delivery operative apprenticeship

Candidates who complete the IOC work books with an apprenticeship pass qualify for access to associate membership of the IOC.

 

Message to schools

IOC deliver key note tuition express sector introductions to schools. Explaining the career stairway in logistics. The schools message for the next generation is key, taking the message of our sector as a career path. IOC have worked very closely with further education, FE, from West Thames College GTA at Heathrow to Buxton & Leek with their Skillbase driver training centre in the homeland of former Sec of State for transport Patrick Mcloughlin.

 

Jobcentre Plus – SWAP - ‘What is this thing we call express logistics?’

For adults looking at a step into the sector, IOC have worked with DWP Jobcentre Plus to develop a free of charge SWAP, Sector Work Academy Programme targeted at the unemployed entering sortation and express delivery roles.

IOC VP, Sir John Hayes MP, rattle your clappers for the Express sector celebrating a shortlisting of success in final mile as individuals walked tall and proud into the City of London livery hall. It was the largest mix of companies ever, Smes, Regionals and national brands at the same tables. DfT, DfE, DEFRA, DVSA all in the room. Lights, camera, action for the gala evening celebration of the 27th National Courier Awards hosted by the Institute of Couriers. A full house, standing-room only, and many were standing for standing ovations as they rattled the clappers. IOC delivered the Curly Wurlys to postcoded tables for a gala dinner followed by stilt walkers and light dancing setting the tone of celebration for what has become a unique approach to recognising best of the best in final mile. Tweets by the bucket-load, photos live on the web as Carl Lomas and Dr Tracey Worth read inspirational narratives to bring a tear to the eye from the winning reports of 2023.

Awards went to next generation, Shadow Minister for education Seema Malhotra was on stage with DfE, Inst of Apprenticeship Jane Pearce to award the next generation, two apprentices, both form Heathrow geographic, Ruben Sandu and Remi Collin

Two-wheel winner, motorcycle courier Peter Powley scooped the first courier silver C award.

Eight van winners including electric quadracylce. Million deliveries, four decade service, and straight five Trustpilot reviews featured in the van nominations. Tylo Jamison DB Couriers was up for saving life. Newcaste to Coventry and Heathrow featured in widespread geographic winners recognition.

Five contract winners working direct with client showcased from van to control office. Malcolm Higgins, the library contract took huge applause. Contract winning statements included - ‘Brilliant relation ship with client – focus on end customer, profound impact’

All of the office short listers nominated for fellowship by awards pane of judges. Nine winners, companies included, Absolutely, CitySprint, eCouriers, Menzies, TVS Rico, Reliance, Smiths News, Viking and Yodel. Highlights in the office winners included, claim reduction, making team like family, growing chilled delivery, passion for customers, sales champion, reducing pre-run mileage.

Life services with four decades on the clock went to Yodel, from driver to chief operating officer, it was a standing ovation for Carl Moore.

IOC Chairman Carl Lomas delivered the opening keynote to a year of exploding express courier numbers in a sector recognised as key worker, critical infrastructure.

Traffic Commissioner Sarah Bell & IOC board member David Stringer-Lamarre were on stage to present the Silver C courier awards.

Winners of the independent, unsponsored awards of the Institute of Couriers are the best-kept secret in our sector, only finding out as they are called to the stage.

The gala evening recognised best-of-the-best in express, courier, last mile, final mile.

National Courier Awards top three shortlisters in the corporate categories

Corporate awards are for company actions in a variety of categories, It’s a bumper year with three Step Change shortlisters. The most prestigious ‘Step Change’ award is given where a company has brought change to the sector.

There is a green Eco award, a Special Impact award and a road safety award.

Government departments supporting the sector are also shortlisted for special recognition.

A rare life services to sector award is tipped to be handed out at the 2023 National Courier Awards.

IOC & Government

All three Vice Presidents of the Institute of Couriers are former transport ministers. The Institute works closely with DfT, DfE IFA (formerly BIS), DWP, DEFRA and BEIS; From roads to education, parking, clean air and congestion to trailblazer apprenticeships; freight forums with Transport for London, GLA, Leeds and Transport for Greater Manchester. IOC have loose associations with many colleges; FE at Hull to West Thames at Heathrow. IOC has closely engaged with the LEP platforms, particularly those who have identified transport and logistics as a priority. In the Golden Triangle of logistics hot-spots, IOC have helped build the sector strategy from Nottingham through Derby to Leicester. LEP view - the inspirational postcodes; 80% of the UK within four hours of East Midlands airport by road. Peter Richardson, D2N2 LEP former Chair.

FORS – IOC chair Carl Lomas takes governance role.

FORS Fleet operator recognition scheme. More focus for vans as scheme achieves four thousand members. IOC chair Carl Lomas sat at the Governance council Oct bringing more van vision to the London standard turned national. FORS passed four thousand members in the last quarter, half of the vehicles are vans, the FORS emblem born in London has become a national representation of fleets working inside the standard to look at workforce, vehicle, compliance and clean air. The very latest standards V4 are published, take a look below, The bar has been raised a little for gold standard and some silver requirements have been passed down to Bronze.

Talking to the IOC during Covid-19 this week (3rd April 2020),

The College of Policing and National Police Chiefs Council have produced a briefing in relation to Covid-19, whilst aimed at policing I feel it would be of interest and benefit to fellows business and provide some answers to questions around police powers, particularly in relation to restrictions on movement and gatherings.   This updated version is a result of the feedback IOC have been giving me which I have then fed back into policing.

IOC chair Carl Lomas was at Derby University for 2016 logistics week to see student success and logistics excellence. Prof Ming Lim introduced Emily Key who finishes the undergraduate logistics course in Sept to take a role at DHL. 2016 year will see other undergraduates alongside Emily ready for work in the sector of e-retail at the heart of the East Midlands transport hot-spot in the inspirational postcode of the D2N2 LEP.

Pearson are developing new BTECs at level 2 to meet DFE 'Technical Certificate' criteria, to respond to the challenges of new funding priorities by the Government (reducing 19+ funding and increasing funding for apprenticeship and technical, work-preparation qualifications).  Warehouse Operative, Supply Chain Operative, Delivery Operative. Learners will typically be aged 16-19 without prior level 2 achievement at this level, but they could also be undertaken by 14-16 alongside more academic study.

The first document describes the design of the new qualifications, the proposed structures and information on the content of the units.

Trailblazer apprenticeship - Express delivery courier.  The Next step is warehouse hub & level three and four

Last day of January 2016,  Gerry Swift at BIS confirmed approval of the Express Delivery Driver standard, subject to some final amendments. IOC Heads of industry meet Feb 26th to debate the assessment and look at the next levels.

 

Train the trainer conference at RTITB in the West Midlands looked at the answer. A full-house event of hauliers, trainers, awarding bodies and a traffic commissioner.

Trailblazer qualifications are headlining the transport news, both LGV and Express delivery courier, but who trains the trainers? To teach someone to drive a car you have to be a qualified instructor. There has long been discomfort in the heavy sector that no such qualification is needed in the truck world; the DVSA has a register but you don’t have to be on it and you don’t need any training qualification to teach truck drivers their driving skills.

RTITB launched their truck driver trainer standard in Telford. Carl Lomas, IOC chair, attended what was a big turnout. Hauliers, training providers, a traffic commissioner and awarding bodies were greeted with a display of heavy haulage from a yard full of MAN Iveco and Scania trucks.

 

Express delivery / courier trailblazer apprenticeship standard has been authorised by BIS at level 2, level 3 and 4 is on the starting grid and framework assessment design has begun.

IOC Tracey Worth met up with UPS at the recent RTITB train-the-trainer conference in the West Midlands to understand the system that leads to a high quality delivery in the express sector. Tracey had the discussion with Gary Swift and Andrew Louden who leads the UPS driver training for UPS UK, based in Tamworth, Midlands.

Viscount Falkland President IoC. Courier, express delivery, a truly expanding and evolving sector. It has been a great pleasure to gown the 2016 ceremonial fellows of the Institute this evening. The express delivery and courier sector is  evolving and to do so in the most professional manner.

 

IOC chair Carl Lomas was at Donington Park raceway for the Motorcycle Industry Association (MCIA) strategy day with member companies and the two-wheel dealer networks.

A focused delivery of data with a Bank of England insight into the economy.  Launch of Parc data, knowledge beyond new registrations, second-hand and off-road for a full world view of two-wheelers.

Expert advice on electric - when is it not a push bike? Motivation big time with a look at the success of NEC Motorcycle live show.

This was a full house packed to the rafters, nearly 150 folk, free access to the Grand Prix museum and the roar of superbikes howling around the track outside. This was a two-wheel day not to be missed.

 

IOC Chair Carl Lomas was at the emfec 2016 Feb 08 conference to hear the headline ‘1/3rd of colleges gone by end of area review rugby scrum.

College principals, governors, teaching practitioners and students for a full house of 240 folk talking Further Education (FE) shop that focused on 'a third of colleges gone by the end of area reviews' and how important the student voice was. Paul Eeles talked 'rugby match on a muddy field', could college mergers include private training providers ? It was howling wind outside and howling inside for a frank and energetic exchange across area review, LEP and devolution.

Stewart Segal AELP, 'Our sector needs to be driven by learners and employers'. Stuart Cutforth Chesterfield College, ‘Area reviews. This is real, radical restructuring.’  Baroness Sharp, ‘Why have we cut cultural learning for adults?’ Gill Clipson AOC. ‘Our advice on area reviews is engage.’ Buxton & Leek College got a mention under the umbrella of the University of Derby.

An energetic exchange. Corridors of trade show from award body to AELP, lashings of tea and coffee, two workshop sessions, three headline panel events and a finish on the Skills Education Group formation news from Paul Eeles ABC awards and Maggie Walker ASDAN.

 

Institute of Couriers has welcomed a growing engagement to both regular and reserve army, exchanging employer communication to find job placement for troops exiting army to life in logistics, in reverse find heavy vehicle driver training via the reserve forces opportunities for commercial logistics individuals looking to move from warehouse to wheels jobs.

The army has long been recognised at the National Courier Awards, Defence Minister Penny Mordaunt presenting a courier silver C to RLC James Brennan in 2015.

The IOC was greatly honoured to accept an invitation from London district 151 regt to see logistics at the sharp end of the guns in Central London.  IOC Chair, Carl Lomas and Tracey Worth were guests for the 41-gun salute to mark the accession to the throne of Her Majesty the Queen.
