Qualifications in the Logistics sector

IOC Chair, Carl Lomas,

Qualifications are key to our sector, both for compliance and future workforce, from driver front line to management. The IOC have been working closely with FE colleges, Universities, LEPs and BIS


IOC has two key qualification routes, management & delivery. For management, IOC is working with Derby University & London Met University to develop the first ever undergraduate degree dedicated to our sector. For delivery teams IOC are looking at the apprenticeship replacement qualifications with work on an apprenticeship trailblazer for same day and home delivery couriers. The ‘Courier Trailblazer’  was a phase three application and evolved into ‘Trailblazer Express Delivery’, the standard submitted to BIS for Nov 26th 2015, a framework for delivery is in development. Employer support came from APC to Yodel, nationals from UK Mail to SMEs such as Swift in Liverpool and Rush in London. Awarding bodies supporting are Pearson Edexcell and City & Guilds. IOC attends the AELP (association of education and learning provider) sector meetings.

The sector is unique with extensive compliance training and testing, from hazardous goods handling to licence. Driver shortage issues are log jammed around test centres with 12 week diaries for tests (2015). The LEP 2016 European funding may be the next solution to needs around support for the next generation of workforce. The schools message for the next generation is key, taking the message of our sector as a career path. IOC have worked very closely with FE, from West Thames College GTA at Heathrow to Buxton & Leek with their Skillbase driver training centre in the homeland of Sec of State for transport Patrick Mcloughlin.

Transport Minister John Hayes set his diary for Oct 17th 2017 to join the IoC at the National Courier Awards 2017 and handed out the courier silver Cs. with best logistics.

It was a double diary date with a round table heads of industry on the same afternoon. A three-T focus, Transport, Trailblazer and Taylor. Heads of industry at the IoD.

A golden gown was awarded for services to industry in the 21st year of the National Courier Awards.

The 21st National Courier Awards was held at the IoD, Pall Mall, London SW1 on Tuesday October 17th 2017 from 6:30pm.

 The 22nd National Courier Awards will be held at the IoD, Pall Mall, London SW1 on Tuesday October 9th 2018.

IOC & Government

The Institute works closely with DfT, DfE (formerly BIS) & DWP; from roads to education, parking and congestion to trailblazer apprenticeships; freight forums with TfL and TfGM, close associations to many colleges, FE at Hull to West Thames and Heathrow. IOC has closely engaged with the LEP platforms, particularly those who have identified transport and logistics as a priority. In the Golden Triangle of logistics hot-spots, IOC have helped build the sector strategy from Nottingham through Derby to Leicester. DFE (BIS) have produced a guide to Trailblazer levy. The guidance and a detailed timetable of further information releases are available on the GOV.UK website here.

FORS – IOC chair Carl Lomas takes governance role.

FORS Fleet operator recognition scheme. More focus for vans as scheme achieves four thousand members. IOC chair Carl Lomas sat at the Governance council Oct bringing more van vision to the London standard turned national. FORS passed four thousand members in the last quarter, half of the vehicles are vans, the FORS emblem born in London has become a national representation of fleets working inside the standard to look at workforce, vehicle, compliance and clean air. The very latest standards V4 are published, take a look below, The bar has been raised a little for gold standard and some silver requirements have been passed down to Bronze.

Friday March 31st TfL freight forum hosted by Leon Daniels head of surface transport.

Leon Daniels hosted the freight forum at Palestra House chaired by Phil Roe, Managing Director, Transport, DHL Supply Chain. The focus of the event is working together to develop solutions to reduce London’s traffic congestion.

IOC chair Carl Lomas reported a full house for the TfL freight event that was born from the Olympic games work to deal with the road network solutions and recognise freight need. Lomas asked, ‘Looking at the challenge of re-timing, Are we recognising the whole delivery and not just the vehicle?’



TfL Van group focus is what it says on the can - vans. Targeting clean air with alternative fuels, most of those attending, including Addison Lee, Ocado, GLH and Gnewt went all electric to commute DLR to the Excel E14 venue. Tech folk from all electric Nissan to gas from LPG to Hydrogen filled the house for a full room attendance.

Association of education and training providers (AELP) hosted their logistics transport forum in the City of London March sunshine. Speakers included DWP Alex Farkas and IOC Carl Lomas at the event chaired by James Billingham for AELP. 20% of the job training solutions highlighted discussions as training providers juggled govt detail to look at delivery of the coming standards including the Express Trailblazer. DWP have big push to engage logistics employers in their national logistics weeks starting May 15 and 22nd; it's time to get involved and promote your transport jobs with the job centre.

IOC asked two hundred logisticians at the Intralogistex trade show Coventry Ricoh Arena, ‘What is logistics?’ answer in five words not using the word logistics, it was a student undergrad from Birmingham that took a coffee, sat down and came back with a storming answer.

Secretary of State for Transport joined top brass in express logistics in the City of London on March 14th for the Carmen Transport banquet - a celebration of 500 years of the Carmen and transport at the heart of London.

Senior fellows of the IOC, including Justin Moore - 2017 services to industry hood and British Forces Post Office boss Lt Col Brett Duxbury join Whistl, Hermes, Diamond, TNT, DX and more to listen to the keynote address by Secretary of State for Transport Chris Grayling.


2017 Hoods of the Institute of Couriers take top coverage in Warehouse & Logistics News - March 15th edition

At the Innside Hotel conference room, Manchester some 60 delegates attended the TfGM Freight Forum second annual meeting.

Jon Lamonte, Chief Executive of TfGM welcomed delegates with the news that the 2040 transport strategy for Manchester was now published, putting in place a framework to create sustainability for our lifetimes.
