Qualifications in the Logistics sector

IOC Chair, Carl Lomas,

Qualifications are key to our sector, both for compliance and future workforce, from driver front line to management. The IOC have been working closely with FE colleges, Universities, LEPs and BIS


IOC has two key qualification routes, management & delivery. For management, IOC is working with Derby University & London Met University to develop the first ever undergraduate degree dedicated to our sector. For delivery teams IOC are looking at the apprenticeship replacement qualifications with work on an apprenticeship trailblazer for same day and home delivery couriers. The ‘Courier Trailblazer’  was a phase three application and evolved into ‘Trailblazer Express Delivery’, the standard submitted to BIS for Nov 26th 2015, a framework for delivery is in development. Employer support came from APC to Yodel, nationals from UK Mail to SMEs such as Swift in Liverpool and Rush in London. Awarding bodies supporting are Pearson Edexcell and City & Guilds. IOC attends the AELP (association of education and learning provider) sector meetings.

The sector is unique with extensive compliance training and testing, from hazardous goods handling to licence. Driver shortage issues are log jammed around test centres with 12 week diaries for tests (2015). The LEP 2016 European funding may be the next solution to needs around support for the next generation of workforce. The schools message for the next generation is key, taking the message of our sector as a career path. IOC have worked very closely with FE, from West Thames College GTA at Heathrow to Buxton & Leek with their Skillbase driver training centre in the homeland of Sec of State for transport Patrick Mcloughlin.

Transport Minister John Hayes, diary set for 21st year of National Courier Awards with double diary date not to be missed - Oct 17

Transport Minister John Hayes has set his diary for Oct 17 to join the IoC at the National Courier Awards and hand out the courier silver Cs. With best logistics.

It’s a double diary date with a round table heads of industry on the same afternoon. A three-T focus, Transport, Trailblazer and Taylor. Heads of industry at the IoD; it's free to attend for fellows, a must-not-miss and then stay on for the National Courier Awards evening with the Minister John Hayes.

A golden gown is tipped to be awarded for services to industry in the 21st year of the National Courier Awards. TfL boss Mike Brown has been confirmed to join IoC President Viscount Lord Falkland for the best of the best 21st birthday party of the National Courier Awards.

The Institute works closely with DfT, DfE (formerly BIS) & DWP; from roads to education, parking and congestion to trailblazer apprenticeships; freight forums with TfL and TfGM, close associations to many colleges, FE at Hull to West Thames and Heathrow. IOC has closely engaged with the LEP platforms, particularly those who have identified transport and logistics as a priority. In the Golden Triangle of logistics hot-spots, IOC have helped build the sector strategy from Nottingham through Derby to Leicester. FORS – IOC chair Carl Lomas takes governance role.

FORS Fleet operator recognition scheme. More focus for vans as scheme achieves four thousand members. IOC chair Carl Lomas sat at the Governance council Oct bringing more van vision to the London standard turned national. FORS passed four thousand members in the last quarter, half of the vehicles are vans, the FORS emblem born in London has become a national representation of fleets working inside the standard to look at workforce, vehicle, compliance and clean air. The very latest standards V4 are published, take a look below, The bar has been raised a little for gold standard and some silver requirements have been passed down to Bronze.

Leon Daniels, Managing Director of Surface Transport for TfL comments,

Ian was a key player in the development of the original London Freight Plan and led the freight team during the 2012 Olympics, ensuring the success of both the freight industry and London during the Games. The fact that all of this year's Mayoral candidates included freight policies in their manifestos is a testament to Ian and the work of his team to ensure that the lessons from the Games were captured and developed upon. Ian will remain in post until after the Freight Forum on 21 October where we will provide an update as to how our Freight Programme will be managed in the future.

In the race toward the National Courier Awards twenty year birthday the 2016 judges are announced.

Justin Moore hands over the role of chair to Adrian Smith of Swift. The 2016 panel of judges has five new members, Simon Allen-Brooks - Antalis, Robert Berringer - GSG, James Hadley - Speed, Sean McGrae - Tarmac and Jane Weaver. Judges in their three year cycle remain including:  David Brown - Prestige, Greg Hoy - Excel, Dean Mansell-Briggs, Robert Massey - Rush, Lisa Smailes - Pearson. IOC chair Carl Lomas remains and Tracey Worth will secretary the group which will meet one week before the awards, hosted by Colonel Tim Blackmore, the Royal Logistics Corps at British Forces postal HQ, Northolt.

Trailblazer standard in Express Delivery Management at degree apprenticeship level submitted to BIS by Justin Moore and the Institute of Couriers.

A degree apprenticeship for managers in the evolving e-retail final mile has been submitted to BIS (July 28), polishing touches were added to the BIS submission at the recent Heads of Industry meeting of the Institute of Couriers, (July 13), aligned with the Universities of Derby and West London to cover the hot spots of the exploding sector numbers in final mile. The degree level goes alongside the existing level two for express delivery and provides a strong platform for employers approaching levy in April 2017.

IOC chairman Carl Lomas met Liza Strong, director for talent at the Victoria Embankment offices of the Royal Mail to talk about the Trailblazer Express group developing qualifications ready for levy.

Carl Lomas, acting as BIS employer group sec for Express trailblazers explored the alignment of the existing Express level two Trailblazer to engage walking post in the level 2 qualification. This was a key sector the employer had already reviewed to be in the standard. The standard covers skills from customer service to compliance, an end point assessment developed with award body Pearson using a Q&A, simulated job issues (failed delivery, dealing with returns, damaged parcels) and a viva interview recognising  an individual’s delivery log, work book or record of deliveries. The standard covers all express courier job roles from walking express delivery through trolley, cycle, bike and van.


TfL, Fergus Worthy reports to IOC.

Today, Sadiq Khan, the Mayor of London, launched a series of consultations to ask Londoners about their views on proposals to improve air quality in the Capital, some of which may be of interest to fellows and members of the IOC.

Air quality is the biggest environmental challenge to face London. We are currently breaching our legal limits of nitrogen dioxide, which alongside other pollutant causes the equivalent of 9,400 deaths of Londoners every year. London’s air quality has improved significantly in recent years but much more needs to be done to protect the health of Londoners.

Remember the day of the soldiers on the Somme as the biggest explosion changed their lives forever. Westminster Abbey and the whole of the country fell into a two minute silence as we remembered those brave soldiers of the Somme.

A whistle was blown and the soldiers became part of the bloodiest battle and loss of life that our country had seen - 19,240 soldiers died that day. A million more died over the next five months.
